Minimum Balance Requirements for GIFT City Bank Accounts

Most NRIs asking about minimum balance requirements are actually asking something else.
They want to know: "How much do I need to get started? And what happens if my balance falls?"
These are the right questions. And the answers are more practical than most articles suggest.
The good news first: several GIFT City IBUs have no formal minimum average balance requirement at all.
The important nuance: the absence of a minimum balance does not mean the absence of consequences for low or dormant balances. Fee waivers, maintenance charges, and account activity rules all connect to what you keep in the account.

Why Minimum Balance Rules at GIFT City IBUs Are Different
At a domestic NRE account, minimum average balance requirements are governed by RBI guidelines on customer service. Banks must inform customers clearly. Penalties for shortfalls follow a standardised disclosure process.
GIFT City IBUs operate under IFSCA, not RBI. IFSCA does not mandate a uniform minimum balance policy. Each bank sets its own rules independently. Some publish them. Some do not.
This means you cannot assume that what applies at your NRE account applies at the same bank's IBU.

Savings Account Minimum Balance: Bank by Bank
ICICI Bank IBU
Minimum average balance requirement: Nil.
ICICI Bank's Global Savings Account has no minimum balance requirement for NRIs, OCIs, PIOs, and Resident Indians. This is confirmed directly on ICICI's GIFT City website under both the FAQ section and the Global Savings Account product page.

One critical rule to understand: the account must be funded within 30 days of opening. If it remains unfunded past that window, ICICI can restrict or freeze the account.
After 90 days of inactivity with no funding, closure proceedings begin.

So while there is no ongoing minimum balance to maintain, you must fund the account promptly after opening.
HDFC Bank IBU
Minimum average balance requirement: Nil for Call Accounts.
HDFC's GIFT City Call Account (their primary account for both NRIs and Resident Indians under LRS) is a zero-balance account. No minimum average balance is required. Source: HDFC Bank GIFT City accounts and deposits page.
For savings-type accounts at HDFC IBU, the specific terms require RM confirmation. Not all product details are published on the public-facing website.
SBI IBU
Minimum average balance for fee waiver: USD 10,000.
SBI IBU publishes specific thresholds on its current account page. Account maintenance charges are waived if you maintain a Monthly Average Balance (MAB) of USD 10,000 in the respective currency.

Minimum balance for savings accounts is one question. Minimum deposit for FDs is a separate one.
Most NRIs come to GIFT City primarily for the FD. Here is what each bank actually requires.
ICICI Bank IBU

Axis Bank IBU
Minimum FD: USD 1,100.
This is one of the most precisely published minimums in the GIFT City ecosystem. Axis Bank's GIFT City FD product page states FDs can be created for amounts ranging from USD 1,100 to USD 10 million. 👉 Tip: The minimum deposit figure matters less than the minimum that makes the economics work for you. On USD 1,000 to USD 2,000, SWIFT transfer costs can absorb 30 to 50% of your annual interest income. What Happens if Your Balance Falls Below the Threshold
This is where most NRIs get caught off-guard.
At banks with no minimum balance (ICICI, HDFC Call Account, IDFC FIRST):
No maintenance charge applies regardless of balance level. But dormancy rules may still apply if the account has no activity for an extended period. Ask your bank specifically what their dormancy policy is and at what point a dormant account starts attracting fees or gets restricted.
At SBI IBU (USD 10,000 MAB threshold):
If your balance falls below USD 10,000, account maintenance charges kick in. If it falls below USD 25,000, the outward remittance fee waiver of USD 10 per transaction disappears and you pay the standard charge.
For NRIs who open a GIFT City account with a small initial amount and then park the bulk of their investment in an FD, the operative account balance may be very low between FD placements. At SBI IBU, this means keeping an eye on your MAB relative to the fee waiver threshold.
At all banks:
FDs are separate from savings account balances. A locked FD does not count toward your savings account MAB unless the bank's specific terms say otherwise. Confirm this with your RM.
The Funding Deadline: More Important Than the Balance Floor
For NRIs opening a GIFT City account for the first time, the funding deadline is often more operationally important than the minimum balance.

Most banks have similar implicit activity requirements even if they do not publish a strict 30-day window. An unfunded or immediately dormant account is at risk of being flagged, restricted, or closed.
The practical rule: fund your account promptly after opening, even if with a small test transfer. Then book your FD. Do not let the account sit unfunded while you arrange a larger transfer.

Your savings account and FD are just the starting point. Here is what the broader GIFT City ecosystem requires in terms of minimum amounts.
Mutual Funds
Most GIFT City mutual funds launched between 2022 and 2025. Minimum investment varies by fund and AMC.

For Resident Indians: What the LRS Minimum Means
If you are a resident Indian accessing GIFT City through LRS, there is no separate minimum balance requirement beyond what the IBU sets for its Call Account.

What does matter is the LRS annual limit: USD 2,50,000 per financial year. This is a ceiling, not a floor. You can start with as little as USD 1,000 if you want to test the ecosystem.
